It is indeed the same engine as Mafia III, which I believe is still a upgraded variant of the LS3D engine the OG Mafias were using. And basically the recommended specs on the Mafia III page were for 1080p/30. They never changed, even though the game got unlocked after a massive outcry of the 'cinematic 30FPS' haters :D
